Juveniles are ordered into the custody of Department of Juvenile Justice by a Family Court judge may be assigned to NSD in one of two ways: The judge may order the juvenile specifically into NSD or, the judge may order the child into custody and allow DJJ to decide whether secure or non-secure ! detention is appropriate (DJJ 2). In the latter case, Department of Juvenile Justice staff makes the determination based on an initial assessment (DJJ 2). NSD accepts both boys and girls into the program. They range in age from 7 to 16 years; the average age being 15 years. The average length of stay in 1999 was 23 days in the NSD facility (DJJ 2). The Department of Juvenile Justice oversees a network of 13 group homes in New York City (DJJ 2). The juveniles that are in NSD attend school and participate in recreation, group counseling and tutoring (DJJ 2). Secure custodial facilities according to Champion â€Å"are the juvenile counterpart to adult prisons or penitentiaries† (Champion 486). Secure juvenile detention is the temporary placement of kids in locked facilities pending disposition of delinquency charges. They should serve two purposes, to assure that children appear in court at the proper time and protect the community by minimizing delinquent acts while their cases are being processed. An example of a secure detention facility set up by the Department of Juvenile Justice is the Horizon Juvenile Center and Bridges Juvenile Center. However, many youths that enter secure detention leave very quickly, 37 percent are released within three days, 58 percent within ten days (2DJJ 4). All youth spend their first week-and-a-half on Intake Orientation living units at Bridges Juvenile Center (2DJJ 4). Medical, educational and social service assessments are conducted during this period. Residents participate in a formal orientat! ion program where they receive information about services in secure detention and general health issues (2DJJ 4). After approximately 10 days in Intake, the youth is transferred to a residential unit at Horizon (or Crosroads) Juvenile Center. Case conferences, involving medical, educational, recreational and social service staff as well as a family member, are held periodically for each resident (2DJJ 4). Follow-up medical and dental care and a full daily schedule of school, recreation and counseling provide the youth with comprehensive services and activities that correspond to his or her needs, interests and abilities (2DJJ 4). This program is designed to teach residents that they are responsible for their own behavior, to encourage them to respect the rights and feelings of others and to adhere to institutional rules, DJJ’s behavior management system is an important part of each residents day (2DJJ 4). This incentive system promotes good behavior with rewards such as e! xtra phone calls, a radio, later bedtimes and access to the Department of Juvenile Justice’s commissary and resident lounge (2DJJ 4). The program discourages negative behavior with penalties that restrict privileges and choice of recreational and leisure time activities (2DJJ 4). All of the following figures are according to the Department of Juvenile Justice which provides secure and non-secure detention for juveniles in New York City pending adjudication of their court cases or transfer to New York State Office of Children and Family Services Institutions after disposition or sentence. In Fiscal year 1999, the Department of Juvenile Justice had 6,844 admissions to detention: out of this 5,301 were sent to secure detention while 1,543 were sent to non-secure detention (3DJJ 1). Of the youths admitted to secure detention during the 1999 school year, 90 percent read below the seventh grade level, and although their average age is fifteen; 83 percent had math skills below that level, 25 percent read below the fourth grade level, and approximately 60 percent of the students received special educational services (3DJJ 1). Dealing with a Grad School Rejection You followed all the directions for applying to graduate school. You prepared for the GRE  and  obtained excellent recommendations  and still received a rejection letter from the graduate program of your dreams. What gives? Its difficult to learn that youre not among a grad program’s top choices, but more applicants are rejected than accepted to grad school. From a statistical standpoint, you have lots of company; competitive doctoral programs can receive 10 to 50 times as many graduate applicants than they can take. That probably doesnt make you feel any better, though. It may be particularly difficult if you were invited for an interview for graduate school; however, as many as 75 percent of applicants invited for interviews dont get into grad school. Why Was I Rejected? The simple answer is because there aren’t enough slots. Most graduate programs receive far more applications from qualified candidates than they can accept. Why were you eliminated  by a particular program? There is no way to tell for sure, but in many cases, applicants are rejected because they demonstrated poor fit. In other words, their interests and career aspirations didnt fit the program. For example, an applicant to a research-oriented clinical psychology program  who didn’t read the program materials carefully might be rejected for indicating an interest in practicing therapy. Alternatively, its simply a numbers game. In other words, a program may have 10 slots but 40 well-qualified applicants. For income tax purposes, depreciation is computed using the accelerated cost method (AICPA). The Company periodically reviews long-lived assets for impairment whenever events or changes in circumstances indicate that the carrying amount of an  asset may not be recoverable. No evidence of impairment is evident as a result of such review. Income Taxes: The Company establishes deferred income tax assets and liabilities for temporary differences between the tax and financial accounting bases of assets and liabilities. The tax effects of such differences are reflected in the balance sheet at the enacted tax rates expected to be in effect when the differences reverse. A valuation allowance is recorded to reduce the carrying amount of deferred tax assets if it is more likely than not that all or a portion of the asset will not be realized. On March 9, 2009, President Barack Obama lifted, by Executive Order, the Bush administrations eight-year ban on federal funding of embryonic stem cell research. Remarked the President, Today... we will bring the change that so many scientists and researchers, doctors and innovators, patients and loved ones have hoped for, and fought for, these past eight years. In Obamas Remarks on Lifting the Embryonic Stem Cell Research Ban, he also signed a Presidential Memorandum directing the development of a strategy for restoring scientific integrity to government decision-making. Bush Vetoes In 2005, H.R. 810, the Stem Cell Research Enhancement Act of 2005, was passed by the Republican-led House in May 2005 by a vote of 238 to 194. The Senate passed the bill in July 2006 by a bipartisan vote of 63 to 37. President Bush opposed embryonic stem cell research on ideological grounds. He exercised his first presidential veto on July 19, 2006, when he refused to allow H.R. 810 to become law. Congress was unable to muster enough votes to override the veto. In April 2007, the Democratic-led Senate passed the Stem Cell Research Enhancement Act of 2007 by a vote of 63 to 34. In June 2007, the House passed the legislation by a vote of 247 to 176. President Bush vetoed the bill on June 20, 2007. Public Support for Embryonic Stem Cell Research For years, all polls report that the American public STRONGLY supports federal funding of embryonic stem cell research. Reported the Washington Post in March 2009: In a January Washington Post-ABC News poll, 59 percent of Americans said they supported loosening the current restrictions, with support topping 60 percent among both Democrats and independents. Most Republicans, however, stood in opposition (55 percent opposed; 40 percent in support). Despite public perceptions, embryonic stem cell research was legal in the U.S. during the Bush administration: the President had banned the use of federal funds for research. He did not ban private and state research funding, much of which was being conducted by pharmaceutical mega-corporations. In Fall 2004, California voters approved a $3 billion bond to fund embryonic stem cell research. In contrast, embryonic stem cell research is prohibited in Arkansas, Iowa, North and South Dakota and Michigan. Developments in Stem Cell Research In August 2005, Harvard University scientists announced a breakthrough discovery that fuses blank embryonic stem cells with adult skin cells, rather than with fertilized embryos, to create all-purpose stem cells viable to treat diseases and disabilities. This discovery doesnt result in the death of fertilized human embryos and thus would effectively respond to pro-life objections to embryonic stem cell research and therapy. Harvard researchers warned that it could take up to ten years to perfect this highly promising process. As South Korea, Great Britain, Japan, Germany, India and other countries rapidly pioneer this new technological frontier, the US is being left farther and farther behind in medical technology. The US is also losing out on billions in new economic opportunities at a time when the country sorely needs new sources of revenues. Background Therapeutic cloning is a method to produce stem cell lines that were genetic matches for adults and children. Steps in therapeutic cloning are: An egg is obtained from a human donor.The nucleus (DNA) is removed from the egg.Skin cells are taken from the patient.The nucleus (DNA) is removed from a skin cell.A skin cell nucleus is implanted in the egg.The reconstructed egg, called a blastocyst, is stimulated with chemicals or electric current.In 3 to 5 days, the embryonic stem cells are removed.The blastocyst is destroyed.Stem cells can be used to generate an organ or tissue that is a genetic match to the skin cell donor. The first 6 steps are same for reproductive cloning. However, instead of removing stem cells, the blastocyst is implanted in a woman and allowed to gestate to birth. Reproductive cloning is outlawed in most countries. Before Bush stopped federal research in 2001, a minor amount of embryonic stem cell research was performed by US scientists using embryos created at fertility clinics and donated by couples who no longer needed them. The pending bipartisan Congressional bills all propose using excess fertility clinic embryos. Stem cells are found in limited quantities in every human body and can be extracted from adult tissue with great effort but without harm. The consensus among researchers has been that adult stem cells are limited in usefulness because they can be used to produce only a few of the 220 types of cells found in the human body. However, evidence has recently emerged that adult cells may be more flexible than previously believed. Embryonic stem cells are blank cells that have not yet been categorized or programmed by the body and can be prompted to generate any of the 220 human cell types. Embryonic stem cells are extremely flexible. Pros Embryonic stem cells are thought by most scientists and researchers to hold potential cures for spinal cord injuries, multiple sclerosis, diabetes, Parkinsons disease, cancer, Alzheimers disease, heart disease, hundreds of rare immune system and genetic disorders and much more. Scientists see almost infinite value in the use of embryonic stem cell research to understand human development and the growth and treatment of diseases. Actual cures are many years away, though, since research has not progressed to the point where even one cure has yet been generated by embryonic stem cell research. Over 100 million Americans suffer from diseases that eventually may be treated more effectively or even cured with embryonic stem cell therapy. Some researchers regard this as the greatest potential for the alleviation of human suffering since the advent of antibiotics. Many pro-lifers believe that the proper moral and religious course of action is to save existing life through embryonic stem cell therapy. Cons Some staunch pro-lifers and most pro-life organizations regard the destruction of the blastocyst, which is a laboratory-fertilized human egg, to be the murder of human life. They believe that life begins at conception, and that destruction of this pre-born life is morally unacceptable. They believe that it is immoral to destroy a few-days-old human embryo, even to save or reduce suffering in existing human life. Many also believe that insufficient attention been given to explore the potential of adult stem cells, which have already been used to successfully cure many diseases. They also argue that too little attention has been paid to the potential of umbilical cord blood for stem cell research. They also point out that no cures have yet been produced by embryonic stem cell therapy. At every step of the embryonic stem cell therapy process, decisions are made by scientists, researchers, medical professionals and women who donate eggs...decisions that are fraught with serious ethical and moral implications. Those against embryonic stem cell research argue that funding should be used to greatly expand adult stem research, to circumvent the many moral issues involving the use of human embryos. Lifting the Ban Now that President Obama has lifted the federal funding ban for embryonic stem cell research, financial support will soon flow to federal and state agencies to commence the necessary scientific research. The timeline for therapeutic solutions available to all Americans could be years away. President Obama observed on March 9, 2009, when he lifted the ban: Medical miracles do not happen simply by accident. They result from painstaking and costly research, from years of lonely trial and error, much of which never bears fruit, and from a government willing to support that work... Ultimately, I cannot guarantee that we will find the treatments and cures we seek. No President can promise that. But I can promise that we will seek them -- actively, responsibly, and with the urgency required to make up for lost ground.

English 101 29 May 2012 Spaying and Neutering: How Soon is too Soon? Often referred to as â€Å"man’s best friend,† dogs have been around for thousands of years. They provide their love and services to their human counterparts, and most often receive love, food, and shelter in return. Responsible dog owners everywhere would agree that neutering your dog is important and something that must be done; but the question is when? Most people neuter their dogs between 5- 7 months, simply because this is was common tradition. What most people do not realize, is that it is most beneficial to his/her health when a dog is spayed or neutered after his/her first birthday to promote a healthy, prosperous, and disease-free life. First off, what does it mean to spay or neuter your dog? Also known as desexing, it’s the process of removing their sex organs for population control, health, and behavioral modification (O’Meara). The operation requires general anesthetic, stitches, and a close watch to ensure safe healing. Because the procedure requires anesthetic, most veterinarians recommend that your dog be in the 5-7 month range for desexing. Most veterinarians say it is safer for the dogs to wait until this age before undergoing a anesthetic surgery. They believe the liver and kidneys in younger animals are less mature, and less capable of tolerating the effects of the anesthetic (O’Meara). However, some veterinarians now are saying it is safe and effective to neuter your pet before this 5-7 month-mark. Dog owners can ask to have their pet desexed at an earlier age. The practice was approved by the American Veterinary Medical Association (AVMA) and studies done at the University of Illinois provided evidence of successful early desexing of dogs (Fuess). Another common belief concerning desexing dogs at this stage is to eliminate the ‘naughty behaviors’ dogs will develop if neutered too late. Undesirable sexual behaviors such as roaming, mounting, and masturbation can be reduced by neutering your male dogs (Clark Animal Hospital ). However, this is untrue: â€Å"The study that identified a higher incidence of cranial cruciate ligament rupture in spayed or neutered dogs also identified an increased incidence of sexual behaviors in males and females that were neutered early† (Zink). After I graduated high school, I got a Bullmastiff puppy. A lot of people told me to neuter him when he was 5 months, but I wanted to wait. They told me if I didn’t do it soon, he would start to develop these bad habits. Now, he is almost a year old and I have no issues with his behavior, at all. He also found a report from the American Kennel Club suggesting males and females who were spayed or neutered early having problems with aggression and fearful behaivors (Zink). Neutering a dog at an early stage in life may not have a positive, but rather a negative effect on their demeanor. While it seems all anyone is interested in how early you can desex your dogs, and some believe it is effective to neuter your animal at an early stage, it is the most beneficial to health to wait until after their first birthday. Chris Zink, veterinarian and Diplomat of the American College of Veterinary Pathologists, considers early neutering and spaying for dogs any desexing procedure done before puberty. He noticed many differences between dogs desexed at an earlier age, and those who weren’t. He noticed variables in dogs’ health concerning orthopedics, cancer, behavior, and other health concerns related to these animals. One common reason people neuter their male dogs before 7 months is to decrease their chance of developing prostrate cancer. However, there have been some studies that suggest that this provides no benefit (Zink). He also noticed a difference between dogs who had developed bone cancer and those who had not. One source indicated a two-fold higher risk in dogs that were desexed early and others who waited (Zink). Growing up, my family always had a dog. Our first dog was a blonde German shepherd named Clyde. We followed the status quo, and when he was 6 months of age we had him neutered. He was the most loyal, obedient, handsome, fun-loving dog, and we loved him. However, when Clyde got older, we had to have him put him down because he had developed bone cancer. After reading the findings of Dr. Zink I ask myself, â€Å"If we had waited to neuter Clyde, would he still have developed bone cancer? † However, my decision to neuter Bentley at a later age will not make up for the thousands who do not. Most people spay or neuter their dogs at 5 to 7 months, simply because of tradition; but this is a tradition that needs to be re-evaluated. Practices amongst vets need to change. When someone goes in for an appointment with their veterinarian, there should be a lengthy discussion between them and the dog owners about spaying and neutering options. Most people don’t even know that waiting to desex is possible. The veterinarians, breeders, and owners who do believe in waiting to desex need to do a better job of advertising, educating, and supporting this campaign. Its an issue I always bring up when I take my dog to the dog park. When discussed most people don’t even realize it’s an option; however, I am not a licensed vet, so not only I do encourage others to research the topic for themselves, but to also talk to their veterinarian about their options to get a professional opinion. Now I am on my own, and I have a dog of my own. Bentley, my 110 pound 11-month old Bullmastiff, is intact and healthy. When I bought him as a puppy, the breeder was very stern about waiting to neuter the puppy. Bullmastiffs are considered a giant-breed-dog; due to their massive size, they are prone to some diseases such as hip dysplasia. â€Å"Another recent study showed that dogs spayed or neutered before 5 1/2 months had a significantly higher incidence of hip dysplasia than those spayed or neutered after 5 1/2 months of age† (Zink). I’m choosing to keep my dog intact until after his 1 year mark because it will promote his best health. and will reduce his risk of developing this painful disease. Waiting also reduces his chance of accumulating a behavioral disorder, and bone cancer. Desexing your dog at the 5-7 month range does no such benefits. Bentley is apart of my family, and I want the best for him. The best food, the best toys, and most importantly: the best health. Although it would have been safe for me to d o so earlier, neutering him after his first birthday will be the most beneficial to his health; my vet, my breeder, and myself agree. The color of a person’s skin has played a vital role in determining the legal and social status of certain individuals and groups throughout American history. Slavery within the United States developed as a racial institution in which the darkness of a person’s skin defined their status as a bonded person and the distinction between black and white facilitated the establishment of the social control necessary to maintain the effectiveness of this mode of economic production. When blacks and white started getting together during the Slave Era it resulted in creation of biracial babies, and these interracial groups were components of a racial hierarchy based upon skin color. The status of a free black man at this time was above a slave but below interracial groups, thus reflecting the color-based status differentiations that informed the social structure of antebellum American society. Throughout history, even though it is said that everyone has equal rights, it has never really been that way. Everyone whose skin is not white is classified in a lower social class and negative things are automatically thought about people and groups of other races. The negative thoughts about racial groups or people of different skin colors are not changing; instead they are being passed down with every new generation to keep the thought of whites being the superior race. Today, except for members of a white supremacist organization, most whites in the United States claim to not be â€Å"racist.† They claim they â€Å"don’t see color, just people† Although discrimination is still with us, it is not the central factor determining minorities’ life chances anymore. Most whites insist that the minorities (especially blacks) are responsible for whatever â€Å"race problems† there are in the country. They say blacks â€Å"play the race card† too much, and believe if everyone would stop thinking about the past, work hard, and complain less about discrimination, then all the races in America could get along. Even though whites may really believe racism doesn’t exist anymore, racial considerations crowd everything. Blacks and dark-skinned minorities are way behind whites in pretty much every aspect of social life; they are about three times more likely to be poor than whites, earn about 40 percent less than whites, and have about a tenth of the net worth that whites have. Black and other minority students receive an inferior education compared to white students. Property values in primarily black neighborhoods and much lower that the property values in a primarily white neighborhoods. Races, other than white, usually get rude and/or disrespectful treatment in stores, in restaurants, and in many other places. They also pay higher amounts for goods such as cars and houses. Most importantly, blacks and dark-skinned Latinos are always targets of racial profiling by the police. There have been many incidences where police have shot and killed innocent people because of their skin color; many innocent men and women have been placed in prison or jail because the judge looks at the color of their skin instead of listening to all the fact. There have also been many cases where a white person gets off on a crime that if a black person was even suspected of committing would put them away for life, like for instance the Trayvon Martin case. Color-blind racism is the dominant racial ideology as the mechanisms and practices to keep minorities down have ch anged. The new racial inequality is reproduced through new racism practices that are subtle, institutional, and according to whites nonracial. Today racial practices operate in a â€Å"now you see it, now you don’t† format. For example, residential segregation, which is about as high now as it was in the past, is no longer done through extremely discriminating practices. Instead now, they aren’t showing available housing in certain areas, steering different minorities and whites into different neighborhoods, pitching higher rent or prices to nonwhites, or not advertising units at all are the tactics used today to maintain separate communities. In the economic field, they use â€Å"smiling face† discrimination. They will say something like â€Å"there aren’t any jobs available now, but check back later† or â€Å"we will call you.† They advertise job openings in mostly white networks and ethnic newspapers, and steering highly educated people of color into the lower jobs or jobs with limited opportunities to grow to keep minorities in the secondary position. The idea of color-blind racism softy picks on minorities instead of using racial slurs; instead of saying God made you a different color to serve whites, it says you aren’t as far as whites because you don’t work hard enough. Interracial marriages aren’t just plain wrong anymore, instead they are problematic because of concerns for the safety of the children, location, and the extra burden it places on couples. This new ideology has become the political tool as to maintenance of the racial order. It aids the white privilege, without naming who it rewards and who hurts. Hidden behind color-blindness whites can express resentment toward minorities; criticize their morals, values, and work ethic; and can even claim to be victims of reverse racism. Since way back to when America was first founded, the white people have thought every other race was living wrong or that they needed white people to show them the correct way to be. By showing them â€Å"how they are supposed to be,† the whites classified them as lower citizens, lower than animals. Even though today everyone has equal rights, that is nowhere near the case. Blacks and other minorities are constantly thought of as second class citizens to whites. They are always given lower paying jobs, steered toward particular neighborhood to be kept out of white ones, and even receive an inferior education. It is being taught in each new generation that the whites are above everyone else, by parents teaching their kids what they were taught. Interracial relationships are seen as a problem relationship that puts the child in danger. White people may not say it but they don’t want any minorities to get on the same level, they wouldn’t know how to handle life if that happened. Racism isn’t as bad as it used to be, but for people to try and say it doesn’t exist is completely bogus. So no, the emphasis on color-blind society is not an answer to racism, it’s just another version of racism.
